How it runs

Wallets, onboarding and payouts first. Then collection. Then cards.

Most builds start with three products and add the rest as approvals land. You make every credit decision.

  1. 01Wallets, Onboarding and Payouts

Balances, KYC to your policy, payouts over InstaPay and PESONet. Sandbox key on submission.

  2. 02Add Payments and Lending

Repayments route back and reconcile per borrower, on the same ledger as the facility.

  3. 03Switch on Issuing

Cards on the wallet’s ledger once your programme is approved.

TNKR never underwrites
Every credit decision, price and collections policy is yours. TNKR moves money and records it. It takes no credit risk on your book.
You hold the lending registration
Lenders register with the SEC. E-money and payment rails sit with the BSP. Building on TNKR confers no lending authorisation on you.
User balances are electronic money
Balances are electronic money issued by PayMongo Payments, Inc., the licensed Electronic Money Issuer. Not deposits, not PDIC-insured, not under your licence unless you bring one.
The licensed entity is named
TNKR is a product of PayMongo. PayMongo is regulated by the Bangko Sentral ng Pilipinas: PayMongo Philippines, Inc. as Operator of Payment System; PayMongo Payments, Inc. as Electronic Money Issuer. PCI DSS and SOC 2 Type 2 certified. The licensed entity behind each flow is confirmed in your due-diligence pack.
FAQ

Fintech & lending questions, answered.

What your counsel will ask, answered in writing.

Do we have to become an EMI to launch a wallet in the Philippines?

No. On PayMongo’s licence, balances are e-money issued by the licensed issuer. You hold the customer and the product. If you hold a BSP licence, TNKR runs under it.

Do I need a lending licence to build on TNKR?

You hold the lending or financing registration and make every credit decision. TNKR never underwrites and confers no lending authorisation.

How do repayments get collected — can you auto-debit borrowers?

Repayments route back over QR Ph, e-wallets and bank transfer, reconciled per borrower. There is no live interoperable direct-debit rail yet. TNKR will support BSP Direct Debit as it rolls out in 2026.

Which rails can I disburse over?

InstaPay in real time, PESONet in a same-business-day batch, and QR Ph. Repayments route back the same way.

Who regulates digital lending — the SEC or the BSP?

Lenders register with the SEC (RA 9474, RA 8556). Banks and e-money sit with the BSP. You hold the lending registration.

How is user data handled?

TNKR is an RA 10173-compliant personal information processor, with a data-processing agreement available. You stay the controller.
